The Latvian parliament adopted a resolution on the anniversary of russia’s invasion, in which it declared its support for peace in Ukraine and the strategic defeat of the russian Federation. This is stated in the text of the resolution.
The Saeima of the Republic of Latvia
Commends the four-year heroic resistance of the Ukrainian people and armed forces to russia’s full-scale military invasion and recalls that russia’s aggression against Ukraine began in 2014 with the illegal annexation of Crimea and the occupation of several parts of eastern Ukraine;
Reaffirms its unwavering support for Ukraine in its struggle for freedom and independence, drawing particular attention to the courage and unwavering resilience of the entire Ukrainian people against the occupiers’ barbaric methods of warfare, including systematic attacks on civilians and civilian infrastructure, the deportation of children, family separation, forced identity change and Russification;
points out that russia’s rhetoric and targeted brutal actions aimed at the destruction of the Ukrainian people constitute genocide and that russia, through its military aggression, has caused the worst humanitarian disaster in Europe since the Second World War;
notes that russia’s ability to continue its aggression and war crimes demonstrates insufficient international pressure on the aggressor state and the need to increase military, financial and humanitarian assistance to Ukraine;
Welcomes the contribution of the United States and its President Donald Trump to efforts to stop russia’s war of aggression in Ukraine and supports the ‘peace through strength’ approach as an effective path to stopping russian aggression;
Welcomes the close cooperation of the Nordic and Baltic countries (NB8) in providing comprehensive support to Ukraine, which significantly helps it to strengthen its national resilience and resist russian aggression;
Draws attention to the fact that Ukraine genuinely wants to cease hostilities and is actively engaging in peace negotiations to reach a fair agreement, but russia is sabotaging peace initiatives and is responsible for the continuation of the war through disinformation, new unacceptable ultimatums and increased attacks on Ukrainian civilians and energy infrastructure;
stresses that support for Ukraine is a strategic necessity, as Ukraine is an integral part of European values and security architecture. Latvia, as a member state of the European Union and NATO, highly values the commitment of the Coalition of Goodwill to provide Ukraine with strong, politically and legally binding security guarantees as an integral part of any peace agreement;
points out that Latvia will never recognize the incorporation of the Ukrainian territories currently occupied by russia into the russian Federation. The Ukrainian territories occupied and illegally annexed by russia – the Autonomous Republic of Crimea and Sevastopol, as well as parts of the Donetsk, Kherson, Luhansk and Zaporizhzhia regions – belong to the sovereign and territorially indivisible state of Ukraine;
supports an effective long-term strategy by the European Union and NATO member states to achieve an end to russian aggression and the conclusion of peace in a way that ensures russia’s strategic defeat and prevents it from rebuilding its military capabilities;
Welcomes the decisions of the European Union countries to freeze the assets of the russian Central Bank indefinitely and to provide a EUR 90 billion loan for Ukraine’s immediate financial needs;
calls on the Latvian government and the international community to:
to advocate for a peace solution based on the full restoration of Ukraine’s territorial integrity and that does not allow for the annexation of territories and the legalization of occupation;
to encourage all like-minded partners to increase military (especially air defense systems) and humanitarian assistance to Ukraine, ensuring funding and timely deliveries;
significantly increase pressure on russia with comprehensive sanctions, sever all economic ties with russia, direct restrictive measures against countries supporting russia, including Belarus, Iran, North Korea, and continue targeted sanctions against third-country companies that help russia carry out its aggression;
take active steps to reduce the support for russia from russia’s international partners, including China, which allows it to continue its criminal war;
increase pressure on the russian shadow fleet by introducing stricter shipping controls, as well as sanctions against the flag states, owners and related companies of the vessels;
to ensure the full functioning of the Special Tribunal for the Crime of Aggression against Ukraine and the compensation mechanism for damages, as well as to expand all types of support to Ukraine, including using the frozen assets of the Central Bank of russia and recalling that russia, as an aggressor state, has an international legal obligation to fully compensate for all damages it has caused to Ukraine;
to isolate russia and Belarus as much as possible from any international events, including preventing the participation of representatives of these countries in international sports competitions and cultural events.
Saeima of the Republic of Latvia
reaffirms its commitment to stand up for justice for Ukraine, so that russian war criminals are held accountable and russia is forced to fully compensate Ukraine for the damages caused;
reiterates that Latvia is closely cooperating with Ukraine and other partners, continuing to actively engage in measures taken to ensure that illegally deported and forcibly displaced Ukrainian children are returned to their families or legal representatives as quickly and safely as possible;
confirms that Latvia will continue to support Ukraine in 2026 by allocating at least 0.25 percent of its gross domestic product to military support for Ukraine and at the same time providing Ukraine with civilian and humanitarian assistance to strengthen the resilience of Ukrainian society, promote the restoration of critical infrastructure and the rehabilitation of war victims;
affirms that Ukraine’s future lies in the European Union and NATO. Latvia, together with its allies and partners, will continue to provide political and practical support for Ukraine’s Euro-Atlantic integration;
reiterates the need to open the European Union’s negotiating clusters to Ukraine and Moldova without delay;
expresses gratitude to the entire Latvian society for its persistent support for Ukraine and emphasizes that Ukraine can continue to count on Latvia’s consistent support.
