The decision to blow up the Kakhovka HPP was made personally by vladimir putin, Andrii Yusov, a representative of the Main Intelligence Directorate of the Ministry of Defense of Ukraine, said in an interview with pravda.com.ua.

“Criminal proceedings have now been initiated, the investigation is ongoing, and all data is being transferred within the framework of this investigation. Yes, it was an explosive. Yes, it was an internal explosion and a controlled detonation. This is the information we can now make public,” he said.

Yusov expressed an opinion that the decision to blow up the hydroelectric power plant and the final order was given directly by vladimir putin, because “the scale of this terrorist attack can be compared to the decision to invade Ukraine.”

No other person in russia would have taken such responsibility. Yusov also noted that the perpetrators of the explosion, who were stationed in the area around the Kakhovka HPP and the dam, are also known.
