The graph shows data separately among those who (according to them) are currently serving in the military or are veterans, and separately among those who have not served in the military. Specifically, among those currently serving or who are veterans, 85% insist on continuing the resistance, while 13% would accept any peace deal (with another 1% undecided).

Among those who did not serve in the military, 77% opted to continue the resistance, while 12% favored peace on any terms. Another 11% were undecided.

From August 21 to September 10, 2026, the Kyiv International Institute of Sociology (KIIS) conducted its own all-Ukrainian public opinion survey, to which, on its own initiative, added questions about how Ukraine should act in the event of russia’s attempts to leave Ukrainians without electricity, heat, and sewage in the winter.
