“While we are discussing the mandate of the Forum, the kremlin is sending representatives of my and other indigenous peoples of russia to destroy Ukraine. russia does not recognize the UN Declaration on the Rights of Indigenous Peoples. And it uses the rhetoric of protecting minorities only to seize foreign lands. russia has long been not a federation, but a prison of nations, in which millions of Ukrainians have been detained for the ninth year in a row. The russian occupiers are killing Ukrainians, but they are also suffering heavy losses. The share of indigenous peoples in russia in the total number of dead interventionists is disproportionately high. It significantly exceeds the share of these peoples in the population of russia. This is indicated by both official russian statistics and russian scientists, in particular Alexei Malashenko and Ahmet Yarlikapov,” Sires Bolyayan said at the 21st session of the UN Permanent Forum on Indigenous Issues.

He stressed that the leading regions in terms of the number of military casualties per thousand population are North Ossetia, Buryatia, Tuva, Dagestan, Ingushetia, Chukotka and the Idel-Ural region.

Sires Bolyayan was born and lived for a long time in the Republic of Mordovia. He is known as an Erzya poet and translator, an activist of the national movement. He currently lives in Ukraine. Due to his political activities, the activist is unable to return home. In the summer of 2019, during the Rasken Ozks [ancestral prayer of the Erzya] in Mordovia, Bolyayan was elected in absentia by Inyazor [supreme elder] of the Erzya people.

The leader of the Erzya national movement is known not only for his anti-imperial position, but also for fighting in the Armed Forces against the russian occupiers at the head of a group of Erzya volunteers. He is also a co-founder of the Free Idel-Ural movement, which advocates the withdrawal of the six Volga republics [Bashkortostan, Tatarstan, Chuvashia, Mordovia, Mari El and Udmurtia] from russia and the creation of the Idel-Ural confederation.

Since the beginning of the full-scale invasion of the russian Armed Forces into Ukraine [February 24, 2022], a number of national movements of the peoples enslaved by moscow have publicly opposed the war and called on their compatriots not to take part in hostilities against Ukraine. Among them are representatives of the Chechen, Kalmyk, Buryat, Bashkir, Erzya, and Tatar national movements, as well as leaders of several small indigenous peoples of northern russia.
