The Security Service of Ukraine [SSU or SBU] neutralized the enemy sabotage and reconnaissance group [SRG], which was preparing to shoot down a passenger airplane over russia or Belarus in order to accuse the Ukrainian side.

“To commit a provocation, russians wanted to fire at a civilian aircraft from a portable air defense system [MANPADS] Stinger. In order to steal and secretly take out foreign MANPADS abroad, representatives of the special services of the aggressor country gave the corresponding task to their undercover group.

The enemy SRG included two people with dual citizenship and an accomplice they had recruited. Their activities were coordinated by russian Alexander Tyuterev, who is a staff member of the Main Directorate of the General Staff of the russian Armed Forces,” the report said.

During the special operation, the SSU officers detained all members of the sabotage and reconnaissance group of the invaders.
