A plan of real actions to physically reduce the flow of russian oil exports in the Baltic Sea. To reduce the putin regime’s ability to finance the war, the Baltic Sea countries will have to find a way to limit the passage of tankers. There is simply no alternative to this.
This is possible if we change the sanctions model. In such a way that all sailors, shipowners, traders, banks, insurance companies, and various maritime agencies in the world would know that:
- No tanker without a flag or with a false flag will be able to pass to the Baltic Sea. There were 9 of them in September (they transported 9.9% of the oil volume);
- No tanker under the sanctions of the EU, Great Britain, the US, Canada, or Australia will also pass through the Danish Straits. In September, there were 38 such tankers in the Baltic Sea (39.5% of oil volumes). This is the second most helpful thing for the physical reduction of the flow of sea-based oil under the conditions of a change in the EU sanctions formula – that is, the extension of the ban to territorial waters;
- No tanker that is on the “black lists” of official international port control memoranda – Paris or Tokyo, that is, is a potential object of increased danger due to its technical condition, will be able to pass to the Baltic Sea;
The Baltic Sea countries know very well that a year ago, only about 8 thousand tons of fuel oil spilled into the Black Sea from two small russian tankers, and the fuel oil is still floating near the beaches of Anapa in the Krasnodar region. And imagine if something were to happen to a tanker with 150 thousand tons on board, that is, 20 times more, in the Baltic Sea, which is much smaller than the Black Sea? That would be the disaster for fishing, resorts, and the ecology of all the Baltic countries.
These are the approaches that Ukrainian experts are currently promoting – together with diplomats and the president. I think everyone feels that this is the subject of constant, in the normal sense of the word, pressure from Ukraine. Unfortunately, it is not going as quickly as we would like…
But we will overcome it.
