In an interview to #ZAUGLOM, the designer-general of the moscow Institute of Heat Engineering, Yuri Solomonov explained how russia helped create the North Korean missile program.

He confirmed that russian experts from the State Missile Center traveled to North Korea to train local engineers, and handed over design documentation for missile production. According to him, it all happened in the 90s.
