The EU Council’s Working Party on Enlargement (COELA) on Tuesday, 8 September, again failed to approve the screening results for negotiating Clusters 2 and 3 for Ukraine due to Hungary’s continued blocking of this decision, eurointegration.com.ua reported, citing sources.
European diplomats on 8 September were unable to persuade Hungary to agree to the opening of Clusters 2 and 3 for Ukraine. “The member states did not change their positions, Hungary does not agree to move forward with the opening of Clusters 2 and 3 for Ukraine,” one of the people familiar with the matter said.Similarly, the opening of clusters has been blocked for Moldova as well. Other member states have not yet agreed to separate Moldova and Ukraine in terms of progress in EU accession negotiations.
