The Yale School of Public Health (YSPH) Humanitarian Research Lab (HRL) determined with high confidence that the russian Federation has engaged in the systematic, intentional, and widespread coerced adoption and fostering of children from Ukraine.
Yale HRL has identified 314 children who have been subjected to russia’s system of coerced adoption and fostering since russia’s full-scale invasion of Ukraine in February 2022, including 148 children listed in russia’s child placement databases and 166 children placed directly with citizens of russia. All databases are operated by, affiliated with, and are under either the direct command of russia’s federal government or formally coordinate closely with it.The program documented below is directed by russian Federation President Vladimir putin and russia’s Presidential Commissioner for Children’s Rights Maria Lvova-Belova, and facilitated with russia’s federal and occupation officials with the intent of “Russifying” children from Ukraine.
