The occupying “russian Federation Justice Ministry Directorate in Crimea” refused to register the religious organization of Ukrainian Orthodox Parish of Volodymyr of Kyiv and Olha of Kyiv at the request of Archbishop Clement.

“According to the results of the review of the above documents, on April 12, 2019, the department decided on refusal of state registration of the organization when it was created on the grounds provided for by part 1 of article 12 of the Federal Law Concerning Freedom of Conscience and Concerning Religious Associations of September 26, 1997 No.125-ФЗ”, – a quote from the occupation authorities’ response.

Specific grounds for which registration was denied are not specified. The said law article states that the grounds for refusal of registration may be, in particular, inconsistency between the goals of an organization and the russian Constitution, the incompetence of the founder, or the non-recognition of the organization being created as a religious one.
