russian special services are preparing the groundwork for provocations with subsequent accusations against Ukraine, the Main Directorate of Intelligence of the Ministry of Defence of Ukraine said in a statement.

“Military commissars on the territory of the russian federation are distributing “memos” to local residents in which Ukrainian special services are accused of planning and carrying out terrorist acts against the civilian population,” the report says.
