Romania’s Intelligence Service [SRI] reported preventing an act of sabotage on Romanian territory involving a russian citizen residing in Romania.
Beginning in February 2026, the individual was monitored by the SRI as part of an extensive investigation into suspected acts of sabotage. These activities allegedly included taking photographs and videos of communications centers, national military bases used by NATO allies, headquarters of institutions within Romania’s national defense, public order, and national security system, as well as critical infrastructure.
The information gathered indicates a pattern similar to that used by sabotage networks allegedly coordinated by russian entities in other European countries, including cases disrupted in Romania in 2024 and 2025. According to the investigation, the russian citizen was instructed by an intermediary to document strategically important military targets, including Ukrainian Antonov cargo aircraft while they were present on Romanian territory.
The investigation also found that russia continues to use individuals from vulnerable groups to carry out such illicit activities.
